
THE SCORECARD
The government is delivering on the plan for jobs, opportunities and inclusive growth for all Kenyans. Through the five BETA Pillars and supporting Enablers, the Bottom-Up Economic Transformation Agenda (BETA) is focused on improving livelihoods, expanding economic opportunities, strengthening public services and creating a more prosperous future for every Kenyan.
The BETA Pillars
The BETA Pillars are the five flagship delivery areas of the Kenya Kwanza administration. Together they form the core of Kenya's development delivery agenda.
BETA PILLAR 1
Agriculture and Food Security
-
7.1 million farmers registered on KIAMIS, up from 300,000, improving transparency and targeting of subsidies.
-
Maize production increased to over 75 million bags, reducing imports and lowering the price of a 2kg packet of maize flour from Ksh 250 to about Ksh 165.
-
Food imports dropped significantly from nearly 10 million metric tonnes to 3.3 million metric tonnes.
-
Livestock exports grew from Ksh 4.9 billion to Ksh 9.4 billion, with export volumes rising from 14,985 to 19,328 metric tonnes.
-
Sugar sector reforms created 250,000 jobs and support the livelihoods of about 6 million Kenyans.
-
Tea production increased by 12%, while earnings rose by 40%.
-
Cotton, textile and apparel industries created 27,000 new jobs.
-
Coffee farming expanded from 109,385 to 115,500 acres, with cherry prices increasing from Ksh 70 to Ksh 120 per kilogram.

Edible oil crop acreage nearly doubled from 60,000 to 114,350 hectares, reducing the palm oil import bill from Ksh 114 billion to Ksh 96.8 billion.

Through the DRIVE programme, 238,000 households have been insured, 2.7 million animals protected, and 51,660 animals distributed across 16 ASAL counties.

More than 7.9 million animals vaccinated against FMD and PPR, strengthening livestock health and export competitiveness.
BETA PILLAR 2
Affordable Housing and Urban Transformation

Affordable housing units launched or under construction increased from 8,872 to over 260,000.

The housing programme has generated more than 640,000 direct and indirect jobs.

Government investment in infrastructure has delivered over 2,669 km of new tarmac roads.

Markets built under the Economic Stimulus Programme have increased from 79 to 185.

43 modern retail and wholesale markets are currently under construction, up from 16.
BETA PILLAR 3
Universal Health Coverage and Social Welfare

28.8 million Kenyans registered under the Social Health Authority (SHA).

The Inua Jamii Cash Transfer Programme now supports more than 1.1 million beneficiaries.

106,542 Community Health Promoters trained and equipped.

8.8 million households digitized within the healthcare system.

BETA PILLAR 4
Digital Superhighway and Creative Economy

Jitume Digital Hubs and Digitrucks are equipping young Kenyans with skills in coding, cloud computing, AI, and digital literacy.

The Jitume and Ajira programmes have created over 300,000 digital jobs, up from 99,071 in 2022.
-
A total of 1.89 million youth have been trained in digital skills to prepare them for online and remote work opportunities.

The Digital Superhighway initiative is rolling out 100,000 km of fibre optic cable, strengthening Kenya's digital infrastructure.
-
Internet connectivity continues to expand, with more than 40 million users accessing digital services and opportunities.

Government support for the creative economy is driving growth in film, music, design, gaming, and other creative industries through grants and training programmes.

Labour mobility programmes have facilitated over 530,000 overseas job placements, up from 14,651.
-
Diaspora remittances have exceeded KSh 641 billion, making them Kenya's largest source of foreign exchange earnings.
BETA PILLAR 5
MSMEs, Jobs and Economic Empowerment

Over 25 million Kenyans have accessed the Hustler Fund.

More than KSh 70 billion disbursed to support small businesses and entrepreneurs.

The Women's Economic Fund is expanding access to credit, mentorship, and markets for female entrepreneurs, promoting inclusive economic growth.

More than 390,000 youth have gained employment through digital hubs and related digital economy initiatives.
-
Exports to the East African Community (EAC) increased from KSh 226 billion to KSh 321 billion.

The 5 BETA Pillars above cannot succeed without enabling conditions. The six cross cutting domains below create the physical, institutional, human and geopolitical foundations that allow development to reach every region of Kenya, including the previously marginalised.

73% of electricity generation comes from renewable energy sources.

Installed generation capacity surpassed 3,300 MW, up 5.2%.

9,512 km of KETRACO transmission lines developed.

Demurrage costs reduced by 75.5%, improving operational efficiency.
Water and Sanitation
-
More than 6 million additional Kenyans gained access to clean water.

National water coverage increased to 74%.

Access to managed sanitation improved from 27% to 40.9%.

Thwake Dam is 94% complete and is expected to serve 1.3 million people.

Mwache Dam construction is underway.

Non-revenue water reduced from 45% to 44%, generating approximately KSh 1 billion in annual savings.

Irrigation Infrastructure

Land under irrigation expanded to 762,767 hectares, a 14.9% increase from 664,000 hectares.

Rice production increased from 192,363 MT to 289,577 MT, a 50.6% rise.

170.5 million cubic metres of irrigation water delivered, up 32.5%.

59,232 acres of land reclaimed for productive use, a 7.7% increase.

61 km of flood-control infrastructure developed, representing a 73% increase.

Expanded irrigation is strengthening food security, increasing agricultural productivity, and supporting farmer incomes.
BETA ENABLER 2
Industrialization
County Aggregation and Industrial Parks (CAIPs) and Special Economic Zones (SEZs)

Foreign Direct Investment (FDI) increased from USD 759 million to USD 3.007 billion, a 296% growth.

Kenya emerged as Africa's top investment destination, supported by investor-focused policies and SEZ incentives.
-
Export Processing Zone (EPZ) investments grew from KSh 125 billion to KSh 459 billion, a 266% increase.
-
More than 62,000 workers are employed within EPZs.
-
Public SEZs increased from 3 to 9, while private SEZs expanded from 6 to 29.
-
SEZs provide incentives such as tax holidays, one stop licensing services, and supporting infrastructure to attract investors.

Manufacturing's contribution to GDP increased from 7.6% to 10%, with a target of 20% by 2030.

CAIPs are connecting farmers and MSMEs to processing industries, helping reduce post-harvest losses and strengthen value chains.

Exports increased from KSh 871 billion to KSh 1.112 trillion, representing 27.7% growth.

The Kenya EU Economic Partnership Agreement (EPA) has expanded access to international markets.

Production cluster mapping has been completed in 22 counties to support regional industrialisation.

A modern cold storage facility in Nyandarua has been completed to support agricultural value addition.
Local Manufacturing and Value Addition

More than 3.5 million digital devices have been manufactured locally.

21,372 locally manufactured devices have been distributed to schools.

KSh 11 billion has been ring-fenced to support Jua Kali artisans and MSMEs participating in affordable housing projects.

Ongoing investments in the leather value chain are reducing raw hide exports and supporting tannery upgrades.
BETA ENABLER 3
Social Protection
Cash Transfer and Safety Net Programmes

Inua Jamii programme supports 1,212,325 beneficiaries, achieving 76% of a 1.6 million target, up from 794,603.
-
CT-OVC programme supports 448,809 households, increasing from 278,188.
-
NICHE nutrition programme has reached 41,000 beneficiaries, achieving 55% of its target.
-
Hunger Safety Net Programme (HSNP) supports 127,797 households in arid and semi-arid regions, with relief food provision doubled to enhance resilience.
Women and Youth Economic Empowerment
-
Women Enterprise Fund (WEF) has disbursed KSh 3.03 billion to 25,288 groups, training 354,614 women.
-
National Government Affirmative Action Fund (NGAAF) supports 7,077 groups, has issued 1,740 value add grants, and reached 155,580 bursary beneficiaries.
-
Youth enterprise financing has provided KSh 677 million to 52,264 youth, exceeding targets by 141.9%.
-
Support for gender based violence survivors has reached 29,340 individuals, representing 299% of the target, supported by 350 gender desks nationwide.
Sports, Culture and Creative Economy
-
Seven national stadia upgraded, achieving 100% of the target, alongside two county stadia.
-
Kenya successfully hosted CHAN 2024, a major regional sporting event.

Development of six film production hubs has been completed.

Film industry support includes KSh 104 million in grants, exceeding targets by 662%.

1,267 innovators have been recognised, and 290 filmmakers have received support to market their work.
BETA ENABLER 4
Education and TVET
Basic Education
-
A total of 76,000 teachers have been recruited (permanent and intern), with 24,000 additional posts advertised.
-
23,000 new classrooms have been constructed across all counties.
-
The school feeding programme now supports 2,257,963 learners across 18 counties, reflecting a 13.2% increase.
-
7.3 million girls have been provided with sanitary towels across 23,492 schools, improving attendance and dignity.
TVET and Skills Development
-
TVET enrolment stands at 340,713 students, representing 47.7% of a 718,000 target by 2027.
-
2,583 industries are participating in TVET dual training, a significant increase from 518 in 2022.
-
TVET scholarships have supported 110,162 students, with KSh 4.13 billion disbursed.
-
8,989 trainers have been upskilled under the Competency-Based Education and Training (CBET) system.
-
Modular CBET training was launched in May 2025 to improve flexibility and skills relevance.
Higher Education and Research
-
411,357 students received loans amounting to KSh 34.6 billion in the 2025/26 academic year.
-
415,375 students were awarded scholarships in the same period.
-
The Open University of Kenya currently serves 5,063 students across 21 academic programmes.
-
14,755 public officers were trained at the Kenya School of Government in 2025, strengthening public sector capacity.
BETA ENABLER 5
Governance, Peace and Stability
Digital Governance and Public Service
-
Over 23,000 eCitizen services have been digitised, increasing from 219, generating about KSh 800 million daily in revenue.
-
2.8 million Maisha Cards have been issued.
-
1,004,540 e-passports and 3.13 million Electronic Travel Authorisations (ETAs) have been processed.
-
737 administrative units have been gazetted.
-
23 State Law Offices have been decentralised to improve access to legal services.
-
115 bills drafted, 826 government cases concluded, and 9 arbitration cases successfully won.
Security, Peace and Stability
-
The Taifa-1 satellite is operational, enhancing national surveillance and data capabilities.

7 Joint Operations Centres have been established, up from 3.
-
106,469 National Police Service and Prisons officers are covered under medical and life insurance.
-
3,569 housing units for security officers have been delivered or are under construction.
-
80,000 uniforms have been provided to officers.

29,394 offenders have been decongested from correctional facilities.

17,487 inmates have acquired vocational skills for reintegration into society.
Devolution and County Development
-
County equitable share has increased from KSh 370 billion to KSh 387 billion, with a target of KSh 405 billion.

All movable national assets have been valued and transferred to counties, along with 61 libraries handed over.

The KDSP Phase 1 (USD 200 million) has been implemented, with Phase 2 (USD 150 million) under negotiation.

The Public Participation Bill 2024 is before Parliament to strengthen citizen engagement in governance.

A total of 52 policies have been harmonised to improve coordination between national and county governments.
BETA ENABLER 6
Foreign Relations and Global Positioning
Economic Diplomacy and State Visits

A total of 150 state visits (inbound and outbound) have been conducted since 2022, resulting in 179 MOUs signed.

Foreign Direct Investment increased from USD 759 million to USD 3.007 billion, representing a 296% growth, driven by diplomatic engagement.

Kenya was ranked Africa’s top investment destination.

The Kenya–EU Economic Partnership Agreement (EPA) signed in July 2024 has expanded export opportunities, contributing to exports rising from KSh 871 billion to KSh 1.112 trillion.

Exports to the East African Community (EAC) reached KSh 321.35 billion.
-
9 non-tariff barriers (NTBs) have been removed and 7 one-stop border posts (OSBPs) are operational.
-
Kenya hosted major diplomatic and multilateral engagements including the Africa Climate Summit in Nairobi and UNEA-6, where it influenced 15 resolutions.

Somalia’s integration into the EAC has been completed, and 52 EAC policies have been harmonised.
Diaspora and Global Labour Mobility

Diaspora remittances increased from KSh 400 billion to over KSh 660 billion (2025).

15,678 Kenyans were served through mobile consular services across 121 cities in 55 countries.
